Andy Y. Sun is an Associate Professor at the Graduate Institute of Intellectual 
Property and the Institute of Law and Interdiscipline of the National Chengchi 
University (NCCU), Taipei, Taiwan. Between 2003 and the end of 2004, he was an 
associate professor at the Department of Financial and Economic Law, Chun-Yuan 
Christian University in Taiwan. In this position, he teaches and researches 
various intellectual property and trade related subjects. He has been the chief 
investigator on a number of major projects dealing with some of the most 
pressing issues in light of the explosive growth of e-commerce and online 
piracy problems. Since 1994, he has served as the Executive Director of the 
Asia Pacific Legal Institute (APLI), a nonprofit organization chartered in the 
District of Columbia and dedicated to the comparative legal studies between the 
United States and East Asian region. The Institute serves as a forum for 
research and discussions; it also combines resources and talents from many 
universities, law firms, and public sector to sponsor education programs and 
conferences. Between 2000 and 2002, Mr. Sun was a Visiting/Adjunct Associate 
Professor at the Graduate Institute of Technology and Innovation Management of 
the NCCU, lecturing a wide variety of subjects on comparative intellectual 
property law. From 1994 to 1998, Mr. Sun was the Earle H. and Suzanne Harbison 
Professorial Lecturer in Intellectual Property Law and Associate Director of 
Dean Dinwoodey Center for Intellectual Property Studies of the George 
Washington University Law School. In this capacity, he was in charge of, among 
other things, the management of Asia/China related programs at the Center. 
Throughout the 1990s, Professor Sun helped forge a number of cooperation 
agreements between the APLI and Peking University, Shanghai University, East 
China University of Politics and Law, Southwest University of Pol. Science and 
Law and other leading legal institutions in China, Taiwan, Hong Kong and the US.

Editor for the translation and compilation of Technology Transfer Practice 
Manual (originally published by the Association of University Technology 
Managers, AUTM), Chinese version (v. 2.11) Served as guest commentator on 
several television and radio programs on CTI, Associate Press TV, Voice of 
America and Radio Free Asia, among others Served as guest professor at Peking 
University, Shanghai University, etc. in China Member of the Board and 
International Liaison Prepresentative - Licensing Executives Society Chinese 
Taipei.

Professor Sun has published a variety of issues related to international 
intellectual property law, technology transfer and trade. He has also lectured 
on the subjects in the United States, Asia and Europe. A highlight of some of 
the agencies and organizations that he has spoken to include the World Bank 
Group, Special Library Association, World Affairs Council, the International 
Law Association, Hong Kong Productivity Council, the Industrial Technology 
Research Institute of Taiwan, Peking University and the Chinese Southwest 
University of Political Science and Law. From 1990 to 1993, Professor Sun 
served as a counsel at the U.S. Department of Education on law enforcement-
related works. Previously he served as Deputy Director for Communications 
Outreach at the Republican National Committee and Executive Director of the 
Chinese American Society, respectively.
